Communiqué on the Road Transportation of Waste

The “Communiqué on the Road Transport of Waste” sets out the legal and technical rules for transporting waste by road in a safe and environmentally responsible manner, in accordance with national and international regulations. The communiqué is aligned with the provisions of the Regulation on the Transport of Dangerous Goods by Road and the ADR (European Agreement). It defines the duties and responsibilities of waste producers, licensed transport companies, waste processing facilities, mobile tracking service providers (ATSS), and regulatory authorities. All transport activities are managed through the Mobile Waste Tracking System (MoTAT), which ensures real-time digital monitoring before, during, and after the transportation process. The National Waste Transport Form (UATF) is mandatory for each transport and must be kept onboard the vehicle in both digital and printed formats.

The communiqué specifies technical requirements for vehicles, mandatory certifications for drivers (SRC5/ADR), liability insurance, and regulations for packaging and labeling waste. Vehicles used for waste transport must be equipped with mobile tracking devices, and transporting different waste types within the same vehicle is only permitted under strict safety conditions. Special provisions exist for medical waste transport, requiring dedicated vehicles that meet defined technical criteria. Unlicensed transport is strictly prohibited. The communiqué also outlines the application process for company and vehicle licenses, required documentation, license validity, and revocation conditions. Overall, the regulation aims to establish a traceable, secure, and transparent waste transport system while minimizing environmental and public health risks.
