Procedures and Principles on the Pricing of Plastic Bags

This document outlines the procedures and principles for charging plastic bags to reduce their use, protect the environment, and promote resource efficiency. As of January 1, 2019, the free distribution of plastic bags at all retail points (markets, cafes, stores, etc.) has been banned, and mandatory sales have been implemented. For 2025, the fixed price per plastic bag is 0.50 Turkish Lira (including VAT), and deviations from this price are not allowed. Charged bags must have barcodes, and receipts must clearly indicate the quantity and price. Plastic bags with less than 40-micron double-layer thickness are prohibited, with limited exemptions (e.g., for unpackaged food hygiene or prescription drugs).

Producers and sales points must barcode the plastic bags, register in the Ministry’s online system, submit declarations and payments, and comply with eco-labeling requirements. Providing plastic bags free of charge as part of promotions or without consumer request is strictly prohibited. Retailers must also offer consumers alternative carrying options such as paper bags or reusable cloth bags. The Ministry and its provincial offices are responsible for overseeing, inspecting, and enforcing these rules. Violations result in administrative fines as per the Environmental Law No. 2872. This regulation supports the national zero-waste initiative by aiming to reduce plastic waste and enhance environmental awareness in society.
