This regulation, prepared in line with Turkey’s commitments under the Montreal Protocol and EU legislation, aims to control emissions of fluorinated greenhouse gases (F-gases) and ensure their environmentally sound management. It regulates all stages of handling hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), and sulfur hexafluoride (SF₆), including their production, import, export, use, recovery, reclamation, and destruction. All activities must be reported digitally via systems called EKOMVET (for equipment operators) and FARAVET (for reporting annual activities). Labelling, leak checks, and usage restrictions for F-gas-containing equipment are strictly defined, ensuring traceability and environmental safety.
The regulation mandates that individuals working with F-gases obtain a Professional Competency Certificate, while companies must hold a Service Qualification Certificate. Certified personnel must carry out installation, maintenance, and gas recovery processes for refrigeration, air conditioning, heat pumps, fire suppression systems, and electrical switchgear. Specific restrictions and bans on high-GWP gases are to be phased in starting from 2027 and 2031. Each import and export operation requires a dedicated control document, and quota systems are implemented to limit the overall usage. By doing so, the regulation seeks to create a transparent, traceable, and environmentally responsible F-gas management system, supporting Turkey’s climate goals and aligning with global environmental obligations.
