Regulation on General Principles for Waste Pre-Treatment and Recovery Facilities

This regulation establishes the technical standards and minimum requirements for waste pre-processing and recovery facilities. It covers various types of waste treatment operations, including sorting centers, scrap metal processing plants, and both hazardous and non-hazardous waste recovery facilities. The regulation details structural components such as the waste acceptance unit, temporary storage area, and sorted waste stock zone, and mandates qualified personnel, environmental safety measures, and the Environmental License and Permit process. Facilities must conduct consistency checks, submit mass-balance reports, and may be required to carry out trial production. Waste that cannot be recovered must not be processed in these facilities and must be disposed of properly.

The regulation also sets out obligations related to the setup, operation, maintenance, and closure of waste treatment plants. Facilities are required to implement environmental protections such as sealed floors, dedicated drainage systems in waste-contact areas, camera monitoring, and electronic data recording systems. Special technical conditions are outlined for facilities such as sorting centers and scrap metal plants. All facilities must obtain environmental licenses, comply with operational requirements, and submit closure plans when necessary. Overall, the regulation provides a robust legal framework to support sustainable waste management, prevent pollution, and enhance material recovery practices in line with national environmental goals.
