The “Regulation on the Control of End-of-Life Tires (ELTs)” aims to ensure the collection, temporary storage, recovery, and disposal of tires in an environmentally sound manner. It applies to tires used on vehicles such as passenger cars, trucks, and buses, excluding bicycle and solid tires. The regulation strictly prohibits landfilling, incineration for heating, or use of ELTs as infill material. All stakeholders—manufacturers, transporters, retreaders, recovery facilities, and municipalities—are assigned specific responsibilities. It also sets out technical standards for temporary storage areas, including impermeable flooring, fire prevention, drainage, pest control, and lightning protection systems.
A collection quota system applies to tire manufacturers, requiring them to collect a percentage of ELTs starting from 30% in the first year and increasing to 50% by the fifth year. Collected tires must be processed through authorized recovery or disposal routes, and documented evidence must be submitted to authorities. Traffic inspections and vehicle technical checks are used to assess tire safety based on tread depth and damage. All ELTs must be transported by authorized carriers using the National Waste Transport Form (UATF) and delivered to licensed facilities. Overall, the regulation promotes recycling, improves traceability and legal compliance, and contributes to circular economy and sustainability goals in Turkey.
