Regulation on the Control of Medical Wastes

The Regulation on the Control of Medical Waste governs the collection, transportation, temporary storage, treatment, and disposal of medical waste (infectious, pathological, sharps) produced in healthcare facilities, ensuring safety for human health and the environment. Medical waste must be separated at the source and collected in red bags or containers marked with a biohazard symbol. Sharps must be placed in puncture-resistant containers, while pathological waste is usually incinerated. Waste is transported within facilities using sealed containers and stored in temporary depots for no more than 48 hours. Healthcare institutions are required to establish protocols with municipalities, prepare waste management plans, train staff, provide protective equipment, and maintain records.

Municipalities are responsible for the collection, transport, and disposal of medical waste using licensed vehicles and facilities. Medical waste treatment facilities must meet strict technical standards, and sterilization effectiveness must be verified using chemical and biological indicators. Disposal fees are set by local environmental councils and are payable by healthcare providers. Administrative penalties apply in cases of non-compliance. The regulation aims to ensure transparency and traceability through reporting systems, digital declarations, mandatory training, licensing, and authorization certificates. It also includes provisions for military health institutions, emergency cases, radiation panel requirements, and limitations on establishing secondary treatment plants, establishing a comprehensive and sustainable national framework for medical waste management.
