The “Regulation on the Control of Waste Vegetable Oils” was issued to ensure the safe and environmentally sound management of used vegetable oils. It specifically covers the collection, temporary storage, transport, recovery, and disposal of used frying oils and other edible liquid and solid fats. It strictly prohibits the discharge of waste oils into sinks, sewers, water bodies, or soil, and forbids unauthorized collection. Only environmentally licensed facilities are permitted to use these oils for biodiesel or biogas production. The regulation clearly outlines the responsibilities of oil producers, municipalities, provincial directorates, and licensed facilities, requiring formal contracts, online declarations, and annual reporting.
The regulation also defines the technical requirements for recovery and intermediate storage facilities. These include impermeable flooring, protection against rainfall, fire prevention systems, weighbridges, and washing stations. Environmental licensing, emergency response plans, training for staff, and proper record-keeping are mandated. Biodiesel production facilities must comply with the technical standards of the Energy Market Regulatory Authority. The regulation further imposes specific technical rules on temporary storage areas and transport operations. Overall, it provides a legal framework that supports Turkey’s environmental protection policies and goals for sustainable waste management, especially within the scope of a circular economy.
