This regulation aims to limit the use of certain hazardous substances in electrical and electronic equipment (EEE) to protect human health and the environment. Aligned with the EU RoHS Directive 2011/65/EU, it restricts the use of lead (Pb), mercury (Hg), cadmium (Cd), hexavalent chromium (Cr⁶⁺), PBB, PBDE, DEHP, BBP, DBP, and DIBP in EEE beyond specific concentration thresholds (e.g., 0.1% for lead). These restrictions apply to categories defined in Annex-1, such as large household appliances, ICT equipment, toys, medical devices, and others. Certain exemptions are granted for specialized professional or industrial equipment. Products must bear the CE marking and be accompanied by an EU Declaration of Conformity. The regulation outlines obligations for manufacturers, importers, and distributors, including technical documentation, traceability, and corrective actions like product recalls.
The regulation encourages the use of safer alternatives where technically and economically feasible and establishes conformity assessment and market surveillance procedures. Manufacturers must ensure their products with CE marking comply with the regulation, maintain technical files, and monitor production consistency. Non-compliant products must be withdrawn or recalled when identified. Market surveillance responsibilities are assigned to competent authorities, including the Ministry of Industry and Technology. This comprehensive legal framework supports sustainable production and aligns Turkey’s industry with international environmental and product safety standards.
