Regulation on Waste Management

The “Waste Management Regulation” was enacted to ensure that waste is managed in a way that protects human health and the environment. It aims to reduce waste generation and increase reuse, recycling, and recovery. The regulation governs the entire lifecycle of waste—from its generation to final disposal—including temporary storage, transport, pre-treatment, recycling, and disposal. Under the principle of Extended Producer Responsibility (EPR), producers are responsible for managing the waste generated from their products after their useful life. The regulation mandates source separation of waste, preparation of waste management plans, data entry into online reporting systems, environmental liability insurance, and the use of licensed facilities.

It also clearly defines the roles and responsibilities of all stakeholders including the Ministry, provincial directorates, municipalities, producers, waste processing facilities, and authorized organizations. Special provisions are made for national waste management planning, waste code determination, hazardous and non-hazardous waste classification, temporary storage conditions, and market surveillance. The dumping of waste directly into the environment, water bodies, or sewage systems is strictly prohibited. Cross-border movements of waste (import, export, and transit) are regulated in compliance with the Basel Convention. Grounded in the principles of sustainable development, environmental responsibility, and resource efficiency, this regulation provides a comprehensive and integrated framework for Turkey’s national waste management system.
