Zero Waste Regulation

The “Zero Waste Regulation” provides a national framework in Turkey to establish and manage zero waste systems in line with sustainable development goals. It aims to prevent waste generation, promote resource efficiency, encourage reuse, and ensure separate collection and recovery of waste at its source. The regulation applies to municipalities, public institutions, private sector entities, and voluntary participants. Facilities implementing the zero waste system are certified at four levels: basic, silver, gold, and platinum. All operations are monitored via the online Zero Waste Information System.

The regulation outlines specific implementation timelines for buildings, campuses, municipalities, and industrial zones. It also defines the administrative, technical, and financial obligations of stakeholders. Color codes for waste collection bins are standardized—blue (recyclables), dark gray (other waste), brown (biodegradable), green (glass), yellow (plastic), and light gray (metal). The system also incorporates waste drop-off centers, mobile collection units, awareness campaigns, and routine inspections. Furthermore, it mandates the formation of a Zero Waste Coordination Council and local waste management plans. By regulating these aspects in detail, the Zero Waste Regulation supports Turkey’s circular economy ambitions and broader environmental sustainability strategies.
