Climate Law

The Draft Climate Law aims to establish a legal framework for Turkey’s 2053 Net Zero Emission Target and green growth vision. It introduces a holistic approach involving public institutions, local governments, private sector actors, and individuals. The law outlines greenhouse gas mitigation and climate adaptation activities, including the preparation, implementation, and monitoring of the Nationally Determined Contribution (NDC), climate strategies, and local action plans. The Climate Change Presidency is tasked with coordinating these processes. The law also sets concrete goals such as expanding the zero-waste system, promoting renewable energy and clean technologies, conserving natural resources, and ensuring the sustainable management of biodiversity.

Additionally, the law proposes the implementation of an Emissions Trading System (ETS), carbon pricing, and green financing mechanisms. Under the ETS, facilities are required to obtain emission permits and submit allocation units matching their verified emissions. The system is supported by free allocations and market stability tools to prevent carbon leakage. Turkey also plans to establish its own Border Carbon Adjustment Mechanism (BCAM). The law addresses various climate-related tools and concepts, including green bonds, carbon credits, nature-based solutions, insurance mechanisms, and youth/community engagement. It emphasizes the principle of social justice in adaptation efforts and aims to raise public awareness through education programs. With this comprehensive legal structure, Turkey seeks to assume a leading role both nationally and internationally in tackling climate change.
